The background and significance of introducing Containers and Packaging Recycling Law

Our country has become one of the greatest economic powers in the world by mean of the ‘mass production and mass consumption’. However, in the same time the volume of the waste has reached to a considerable figure which is still showing its continuous sharp rise.
Facing the difficulties such as the strain on final disposal sites and establishment of new incineration facilities, how would the producers and consumers deal with those waste disposal issues must be the key for the solution for maintaining the ideal environment in future and the sustainable economic development of our country.
Under the circumstance, Containers and Packaging Recycling Law - a law in order to promote sorted collection and recycling of containers and packaging waste - was officially announced in1995 for the purpose of reducing the amount of domestic waste as well as consolidating effective use of resources by enacting the recycle system for containers and packaging waste which accounts for about 60% of household waste (by volume).

Definition of container and packaging

In terms of the recycling system, ‘containers and packaging’ are defined as ‘containers’ which merchandise are placed, and “packaging” which is used to wrap those merchandises regardless of whether they are chargeable and articles that become needless after the consumption of the merchandise or being separated from it.

The containers and packaging required to be recycled

Containers and packaging that are subject to the sorted collection under Containers and Packaging Recycling Law will be glass bottle, PET bottle, paper container and packaging, plastic container and packaging, aluminum can, steel can, paper packaging and cardboard. However, for the last four materials from aluminum can onward have been excluded from the obligation since they have been already dealt with as monetary worth materials in the market economy and the recycling of these materials has been making steady progress.
